This program, which is administered by the SWCD with funds provided from the Illinois Department of Agriculture (IDOA), provides cost share assistance and other financial incentives for the construction or adoption of projects that conserve soil and protect water quality, that reduce soil erosion and improve water quality, and Water Well Decommissioning projects (WDP) to safely decommission inactive water wells and help reduce the potential for groundwater pollution. It is a program that offers to assist landowners by reimbursing them for a portion of the cost of installing a practice.

Some of the practices eligible are terraces, waterways, water and sediment control basins, drydams, cover crops, modular block structures, well sealings and streambank stabilization.  The SWCD Board has approved a list of average costs for different aspects of these types of projects.  Once a design is created it is accompanied by a cost estimate for the project.  PFC allows SWCDs to reimburse landowners for up to 75% of the actual cost, not to exceed the average county cost, and not to exceed $4500 per landowner per year.
